China Levies Export Tariffs on Textiles

The Chinese government will levy export tariffs on some textiles in preparation for the lifting of global textile quotas in 2005. According to MOFCOM, this is one of the eight measures China will take to ensure the sound development of textile exports. The eight measures are:

1.
China will levy export tariffs on some textiles. Through this measure, the Chinese government hopes to encourage the export of high value-added products and further optimise the product mix of textile exports. The conditions of textile manufacturers will be taken into account in setting the tariff rates.

2.
Government departments at all levels will improve their services, release timely information on textile exports, provide guidance on the orderly export of goods and encourage self-regulation of the industry.

3.
Departments concerned will release timely information on investment growth in the sector, strengthen risk warning provided to manufacturers, and fend off over-investment and overlapping construction.

4.
The government encourages enterprises to actively expand their business overseas and will create a win-win situation by facilitating and supporting enterprises in their overseas investment and involvement in globalisation.

5.
Efforts will be made to further bring into play the role of intermediaries in strengthening self-regulation of the sector and coordinating exports.

6.
Efforts will be made to further promote ISO9000 certification and ISO14000 environment standards and help bring Chinese enterprises in line with international practices.

7.
Diverse trade promotion measures will be taken to encourage enterprises to create their own brands and increase R&D input in a bid to enhance their core competitiveness.

8.
Steps will be taken to strengthen multilateral and bilateral dialogues, increase communication and understanding, and unfold cooperation and exchanges among governments, industrial organisations and manufacturers and to achieve joint development while safeguarding the legitimate rights and interests of Chinese enterprises."
